This workshop is designed to assist and educate pet breeders in
expanding their knowledge of raising, breeding and maintaining top
quality pets. This course will offer information on preventive medicine,
reproduction, kennel design, cleaning and sanitizing, and adequate
veterinary care.

Jeff Baker,
DVM, Veterinary Medical Officer
Dr. Baker received his DVM from Oklahoma State University. Following
graduation, he practiced small animal medicine in Fayetteville, AR with
an interest in internal medicine and dermatology. He joined the Animal
Care team in January 2002 and is presently the Veterinary Medical
Officer for western Arkansas.
Randy Coleman, RVT,
Animal Care Inspector
Mr. Coleman graduated from Youngstown State University with a Bachelor
of Science Degree in Allied Health and worked as a paramedic in his home
town for 9 years before joining the Army in 1995. He served in the Army
for 7 years where he worked with military working dogs and in laboratory
animal research. He is a Registered Veterinary Technician and a
Laboratory Animal Technologist. He currently works part time at an
emergency animal hospital in Youngstown.
Debra Duncan, JD
Ms. Duncan received her law degree from Washburn University in Topeka.
Debra is the Director of the Animal Facilities Inspection Program in the
Kansas Animal Health Department and has served in this capacity for the
past eight years. Prior to that, she worked for the Legislative Research
Department as a budget analyst.
Ben Flerlage,
Animal Care Inspector
Mr. Flerlage attended Rend Lake College after his military duties and
received an associate degree. He worked for the University of Illinois
Cooperative Extension as a technician. He has an extensive agriculture
background. He owned a hound kennel and trained a lot of sporting dogs.
He joined USDA as an Animal Health Technician in 1987. He worked for Vet
Services and joined Animal Care in 1990.
William Fortney, DVM,
Assistant Professor
Dr. Fortney received his DVM from the University of Missouri in 1974. He
completed an internship and residency at Purdue University prior to
joining the Kansas State University clinical faculty in 1978. Dr.
Fortney has been a national lecturer on geriatric dogs and cats issues
since 1990. He is currently an Assistant Professor in the Department of
Diagnostic Medicine and Pathobiology.
Faron Greenough,
Animal Care Inspector
Mr. Greenough currently resides in central Nebraska and is the Animal
Care inspector for western Nebraska as well as north central and
northwest Kansas. He has been employed with the USDA since 2001. He and
his wife have a small cow/calf operation in Nebraska where they are also
involved in the horse business.
James Smart, DVM,
Veterinary Practitioner
Dr. Smart received his DVM from Kansas State University in 1959. He
practiced for a short time in Fredonia, KS before moving to Washington,
KS where he was in general practice with specialization in commercial
kennel work from 1960 to 1981. Dr. Smart currently travels to Abilene,
KS twice a week provide greyhound veterinary services.
Ed Slauter, DVM,
Animal Care Specialist
Dr. Slauter received his DVM in 1972 from Iowa State University. He was
in private practice for a short time before starting a career in
regulatory veterinary medicine. He has been working in USDA's animal
care program for the past 15 years. He is currently a Supervisory Animal
Care Specialist for USDA supervising 9 inspectors in three states.
